The Governing Council

This consists of the three trustees afore-mentioned and four other members, making a total of seven persons. The chairperson of the Board of Trustees chairs the Governing Council as well. The additional four members are:

Jibrin Ibrahim: Currently Executive Director Centre for Democracy and Development CDD, He holds a PhD in Political Science from the Institute d’Etudes Politiques, Bordeaux. His Masters and Bachelors of Science degrees were obtained fromAhmaduBelloUniversity,Zaria, where he was a lecturer in Political Science. His numerous publications can be found in Nigerian, regional and international journals. He has made contributions to and edited books. His research experiences are in the areas of democratization and political transition inAfrica, identity and religion, the political economy of state formation, and Anglophone-Francophone African Relations. He was formally the Country Director of an International Non-Governmental Organization called Global Rights (formerly International Law Group on Human Rights) located inAbuja. As a Civil Society activist, he was also, the National Convener of the Citizens’ Forum for Constitutional Reform – a coalition of 115 NGOs working on the reforms of the 1999 Constitution.

Charmaine Pereira: Currently National Coordinator Network for Women’s Studies holds a PhD in Psychology of Education from The Open University,England. She also holds M.Sc and B.Sc degrees in Psychology from theUniversity ofStrathclyde,Glasgow and theUniversity ofLeeds, respectively. She was a lecturer in Sociology at theAhmaduBelloUniversity,Zaria. Her works are published at regional and national institutes such as CODESRIA, CRD and she has also contributed chapters to several books. Her research experiences are in the areas of racism, ethnicity and nationalism, social services and community care, gender and psychology, and women under Islamic law. She is now based inAbuja pursuing independent research interests.

Abubakar B. Mahmoud holds Masters and Bachelor degrees in Law fromAhmaduBelloUniversity,Zaria. He also holds two Diplomas in International Development of Law and the Sociology of Law from institutes inItaly andSpain, respectively. He held senior public offices in the Kano State Ministry of Justice, including the highest office of Attorney General and Commissioner of Justice. He is a Senior Advocate of Nigeria (SAN). He has published in legal journals and served on several judicial commissions. His areas of research experience include administrative reform, the rule of law, women and family law.
